The Fundamentals of Developing Operational Solutions for the Government Book Review:

The Fundamentals of Developing Operational Solutions for the Government guides professionals on how to use operations research to solve problems and capture opportunities for government customers. The governments of modern democratic nations manage large complex societal operations to offer national defense, social services, infrastructure sustainment, law enforcement, monetary control, and other benefits for their citizens. The United States government alone spends over $1 trillion per year on these discretionary activities. Within all the spending, deliveries, and oversight, some operational needs require solutions to improve processes, architectures, technologies, and human factors. Without such effective and comprehensive solutions, the most eloquent proposal for government work could end in defeat and the most well-funded government programs could yield operational disruptions and performance failures. There are many books on how to write winning proposals to the government, but this book places winning in the context of deeply understanding government operations and innovatively solving government problems. There are also some books on convincing the government to adopt new transformational processes, but this book seeks to first try to fix current government processes before demanding risky transformation. Finally, there are massive tomes dedicated to the theories and mathematical models of operations research, but this book is devoted to making operations research simple enough for professionals to apply throughout the course of developing proposals and delivering products and services. Presenting the methods and techniques for quickly developing solutions is thus the central focus.

Institutional Governance and Regulation of Water Services: Second Edition Book Review:

Institutional Governance and Regulation of Water Services aims to provide the key elements of policy, governance and regulation necessary for sustainable water and sanitation services. On policy matters, it covers important aspects including separation of policy and delivery, integrated planning, sustainable cost recovery, provisions for the poor, and transparency. Regulation and Regulatory Bodies are presented in their various forms, with discussion of why some form of independent scrutiny is essential for sustainability. The focus is on what works and what does not, based on consideration of basic principles and on case studies in both developing and developed countries. The early chapters discuss the key elements, with later chapters considering how these elements have come together in successful reforms of public sector operations. A chapter is devoted to the successful use of the private sector based on lessons learnt from ‘failures’ of private contracts and the need for the application of sound procurement principles. The current trend is for a public sector model which benefits from business approaches, the so-called corporatised public utility. Experience since the publication of the first edition in 2007 reinforces the importance of the key elements for sustainable water services. This second edition brings the material up to date and with some increased emphasis on public participation in its many forms. It refers to the opportunity for progress provided by the UN Declaration of Water and Sanitation as a Human Right, but only if it is implemented in a practical and sustainable way. Institutional Governance and Regulation of Water Services is aimed at providing an informative source for national and local governments responsible for water policy, for water utility managers, and for students who will be the policy makers of tomorrow. It is a teaching aid for courses on water policy, governance and regulation.

Financing Health Services in Developing Countries Book Review:

This report discusses several different approaches that support reforming health care services in developing countries. For some time now, health care services have been supported by government funds. As demands for improving health care services continue to increase additional demands will be placed on governments to respond. This, however, will not be easy. Slow economic growth and record budget deficits in the 1980's have forced reductions in public spending. Alternative approaches to finance health care services are needed. Such possible changes could involve: decentralization of federal government involvement; the promotion of nongovernment involvement; the imposition of user fees; and, establishing health insurance. Finally, the role of the Bank in pursuing new financing strategies is discussed.

Army Doctrine Publication (ADP) 3-07, Stability, is the Army's doctrine for stability operations tasks. ADP 3-07 presents overarching doctrinal guidance and direction for conducting stability operations in operations. It establishes the foundation for developing other fundamentals and tactics, techniques, and procedures detailed in subordinate doctrinal publications. See the introductory figure on page iv for an illustrated overview of ADP 3-07. ADP 3-07 provides the doctrine for the conduct of stability operations, just as ADP 3-90, Offense and Defense, provides doctrine for the conduct of offensive and defensive operations. The doctrine in ADP 3-07 provides a foundation for the Army's operational concept of unified land operations. This publication also forms the foundation for training and Army education curricula on stability operations tasks in operations.
